Yes. A new app or in-app purchase price applies to purchases from then on, while a subscription price change reaches people who are already being billed. Apple treats an increase for existing subscribers differently depending on its size and how recently you raised it, so confirm the current rules in App Store Connect before you schedule one.

Should every product in one app use the same country factor?

Not necessarily. A consumable bought repeatedly, a one-off unlock and a monthly subscription each sit behind a different buying decision, so the suggestion and the override stay per product instead of one factor applied to the whole app.
